Gabriel Leung: Lockdown can’t last forever. Here’s how to lift it.

He explained the “suppress and lift” strategy and the three-way tug of war between combating the disease, protecting the economy and ensuring the normal functioning of society. He proposed a formal framework of how governments can monitor the state of the epidemic and act accordingly. The elements of the model include:

  • Collecting and developing robust data on the coronavirus’s real-time effective reproduction number and other related data.
  • Based on the data, governments need to decide the extent to which their health systems can deal with it.
  • Decide the extent to which people can accept the disruption of economy.
